The contract duration is one (1) year, reckon from the date of signing the contract.The ceiling rates shall be based on the Association of Carriers and Equipment Lessors (ACEL), Inc. Guidebook, Edition 22, January 2003.
Prospective bidders should have experience in undertaking a similar project within the last two years and have key personnel and owned equipment available for the prosecution of the province’s infrastructure programs.The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use non-discretionary “pass/fail” criteria.Post-Qualification of bids ranked by priority shall be conducted.
All particulars relative to Eligibility Statements and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations-A (IRR-A).

Bid Documents will be available only to the prospective bidders upon payment of a non-refundable amount of Two Thousand Pesos (Php 2,000.00) to the Cash Receipts Division, Office of the Provincial Treasurer.
The Province of Cebu assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid and reserves the right to reject any and all bids, to waive any defect or informality of the bid proposals received and to accept the offer it deems most advantageous to the government.
